Hill honored with Mashaw Outstanding Assistant Award

Montgomery County Deputy County Administrator Angela Hill was presented with the Marcia Mashaw Outstanding Assistant Award during the 2023 VLGMA annual conference in Virginia Beach.
The award was presented to Hill at the Thursday morning opening session by Matt Hankins, assistant county administrator in Wythe County and a past Mashaw Award honoree.
Hill has served Montgomery County government for more than 25 years, coming from a private sector CPA firm to serve as the County’s director of financial and management services. Along the way she stepped up to take on various leadership roles, including stints as interim director for information technology and for human resources. She was promoted to assistant county administrator and chief financial officer in 2020, and in late 2021 was promoted to the deputy county administrator role while maintaining CFO responsibilities.
In late June, Montgomery County announced that Hill would take on the county administrator role upon Craig Meadows’s retirement later this year.
Besides her job responsibilities with the County, in March 2020, Hill assumed a lead role as fiscal agent for the New River Valley Public Health Task Force, a regional collaborative effort of five local governments to provide guidance related to the COVID-19 pandemic. She provided guidance and direction to the task force on a number of financial issues, including securing PPE, testing and vaccination clinic supplies, and small business recovery grants.
County Administrator Craig Meadows described Hill as someone with a caring leadership style, whose positive attitude during any challenge was recognized and appreciated by county employees and colleagues.
The Marcia Mashaw Award has been bestowed each year since 1989 to recognize an assistant or deputy manager or administrator who has demonstrated outstanding performance in their community. The award was created to honor the memory of Marcia Mashaw, who was serving as Blacksburg’s assistant town manager and as a member of VLGMA’s Board when she passed away in 1986.
The 2023 Mashaw Award Committee was chaired by Sarah Elam Puckett, assistant county administrator in Prince Edward County. Committee members were Matt Reynal, deputy town manager in Ashland (now assistant director of Henrico County recreation and parks), and Bret Schardein, Powhatan county administrator.

Unfortunately, none of the committee members could attend this year’s conference, so I am making the presentation on their behalf.
For each year since 1989, VLGMA has presented the Marcia Mashaw Outstanding Assistant Award to an assistant or deputy manager or administrator who has demonstrated outstanding performance to their community.
This award was created to honor the memory of Marcia Mashaw, who was serving as assistant town manager in Blacksburg at the time of her death in December of 1986. She was 45 years of age. Marcia was an active member of ICMA and VLGMA and was a member of the VLGMA board at the time of her death. She loved serving in local government and was devoted to the local management profession.
Before coming to Blacksburg, Marcia served as director of a city-university consortium in Charlottesville and as the City’s coordinator of emergency services. Prior to that she served as a research associate at the Institute of Government at the University of Virginia where her responsibilities included authoring the fourth edition of the Virginia County Supervisors Handbook and staffing the General Assembly’s Joint Subcommittee on Annexation and the Commission on State Aid to Localities.
This year’s Mashaw Award Committee had a very deep pool of nominees to consider, and it was not an easy choice for the Committee.
And although only one person could be chosen, the Committee asked me to convey its admiration and deep respect for all those nominated this year. The Committee also thanks all who submitted nominations this year.

She was promoted to assistant county administrator and chief financial officer in 2020, and in late 2021 was promoted again to deputy county administrator while keeping the CFO responsibilities.
In March 2020, our honoree assumed the lead role as fiscal agent for the New River Valley Public Health Task Force, a regional collaborative effort of five local governments to provide guidance related to COVID-19. Representatives from local health departments, local government, education, and business organizations worked together to mitigate the impact of the pandemic on the region. As fiscal agent, our honoree provided leadership to this task force, assisting the group with a variety of financial needs, including securing PPE, testing and vaccination clinic supplies, and small business recovery grants, all while maintaining her duties with her County.
The county administrator described our honoree as someone with a caring leadership style whose positive attitude during any challenge is recognized and appreciated by county employees and colleagues.
